I think that Janeway and Seven would want to spend it alone with each other in the captain's quarters. Dinner, music, talking and sharing, toasting to the new year, then lots of cuddling and kissing and then making slow love. Afterwards lying in each others arms and enjoying the moment.

On earth I think they would want to get together with their shipmates at someone's house....lot's of reminiscing and toasting and feeling safe surrounded by family. Then Janeway and Seven would go home and make intense love.
