Subject: Cast Iron Keel / Hull Lifting Lugs

Does anyone know if the bent re-bar lifting lugs sticking out of the encapsulated keel/hull below the sole of the main salon are connected to the cast iron ballast? I have an M31 #95, and am thinking of connecting the counterpoise-grounding strip for my SSB to the lifting lugs, if they are in contact with the ballast.
