We have a 1972-40, we also have tanks in same location, (black water tank, then sump area, then grey water tank then sump area then the main water tanks)however, we have limber holes under all of the tanks to drain the water aft to the main bilge area. Are you sure that they are not there. Are the tanks original? Did you try probing with a coat hanger to see if they are clogged. If the tanks are original its hard to believe that they did not allow for drainage... Putting in limber holes after the fact is going to be difficult. Good Luck
