Not light D/B ratio by any means.
Actually that's pretty normal for a low-aspect rig (ketch).

The comfort rating deal was invented by Ted Brewer. A rating of 43 means that you're as safe in a TM36 as you would be in the QE2 :-)

Jeff, Is the boat a cutter or ketch? If a cutter, check for proper support under the deck stepped mask,on all - rot in the bowsprit, chainplate mounting bolts, soggy plywood core on deck. I wouldn't worry about stability, mine may not be the fastest in light wind, but when the wind (and water) pick up, she's an incredibly swift and smooth ride.
