To add to this:

In Thorton, IA (just south of Clear Lake) every year, there is a get-together on the Saturday morning of the tribute weekend. Local people associated with the crash usually get up to speak a bit to the gathering in regards February 3rd. A few years ago, a man got up who was but a young boy at the time of the plane crash. He told the room that the morning of the crash, his father took him out of school to help with livestock. They rode a wagon pulled by a neighbor's tractor on his way to the crash to give them a lift to where they were going. He said the tractor stopped for awhile at the scene of the crash, and they talked with officials finding out what had happened. At some point a vehicle was leaving and needed through. As the vehicle left, one patrolman had the boy and his father step back to make way for the emergency vehicle. When the father stepped back, he stepped easy as he felt something under his foot. He turned around and it was a pair of glasses. The father then gave the glasses to the patrolman.

This would seem to collaborate with what we know. The patrolman probably handed it off to someone collecting evidence who threw it in an envelope where they were discovered 20 years later.
