I don't see anything too sinister in introducing user registration as part of a moderation process if it helps to eliminate internet trolls and bullies. Many reputable sites do this. I can think of at least one disreputable site where I know people are deterred because trolls are encouraged to run riot. I accept there could be financial motives in some other instances.
I don't see that the use of real names is that important if other safeguards are in place. You, Cleftonefan (if you don't mind me saying so), are a good example of someone who anonymises his identity while making a positive contribution to board life.
