Re Maybe Baby V.1 - this was buddy's next studio recording session after TWBTD and included Last Night, to be on the LP. Most people would credit Petty with recording Last night , so why do you consider he closed his ears and had "no input" for Maybe Baby, a song he had co-written?
With regard to Petty's arrangement skills you have to look no further than Oh Boy and Rave On by Sonny West to see how good Petty was on his own and how the songs were transformed when Buddy got hold of them.
