Subject: Swing Bike Badge Attachment

I am restoring an old swing bike and the last thing I have to do to to attached a new SB badge to the front head tube. There are holes in the head tube but I cant determine how it was attached before.

I cant use rivets because there is not enough clearance between the head tube and the fork. The smallest steel screws I could find were 4/40 and they still seem too big to catch a thread.

I recently powdercoated it so the holes have paint in them and I cant see what I might need to tap thread it. Any experience or advice out there?
