You are muddling two treaties
1. Test Ban Treaty 1963
Russia, America and Britain agreed not to carry out any more nuclear tests (except underground). It was an attempt to build east-west relations after Cuba, and a straw to the Campaign for Nuclear Disarmament and the environmentalists. But it did nothing to end the arms race.

2. Non Proliferation Treaty 1970
A treaty promising not to build up nuclear weapons. Signed by America, Russia and 185 other countries and VERY important. You can read the text of the Treaty at http://www.unog.ch/disarm/distreat/npt.pdf
