It is another opinion essay, so remember how you answer it:
'In some ways, industrialisation [nb you could do the same answer if the question had asked you about the 5-year plans]was successful...' and then talk about the results and the successes you can read about on the webpage.

Then you write:
'HOWEVER, there were lots of things that would suggest that industrialisation was NOT successful...' and you talk about all the negative things and drawbacks you can read about on the webpage.

Finally, you come to a measured opinion in a conclusion:
'In conclusion therefore, it seems that...'
Actually, it doesn't matter what you say, but try to have a THOUGHT about it, as well as just saying which side you thought won! Like most things about Stalin's Russia, I would be inclined to say that it WAS successful in that Russia WAS able to defeat Hitler when he invaded in 1941, BUT that the human cost was truly appalling, and makes you wonder if it was worth it.
