Maybe Germany did have a decent sized navy but it didn't help them very much. E.g.
Battle of the River Plate; Admiral Graf Spee, scuttled. Battle of the Atlantic; Bismarck, sank. Scharnhorst, sank. hundreds of U-Boats and their crews sank. Pocket Battleship supply ships, sank.(Can't remember what happened to the Deutchland)
North Africa; Rommel's supply chain, sank.
The incredible successes of the German Navy for your delight.
