Of course Chamberlain wasn't a hero for appeasing Hitler but he still wasn't a wimp. The first world war was still fresh in the minds of people in Britain as it was less than 20 years ago, so if Chamberlain decided to go on the attack he would (probaly) have been voted out at the next elections. So chamberlain was a clever man (if a bit gullable (ye a "piece of paper" is gonna stop war)).
