So a government would not be influenced by opposition policies?
Consider a modern example:our prime minister would dearly love to take UK into the Euro, and the government has promised a referendum once five economic tests for convergence are met. The said economic tests are a smokescreen for the political reality that most people would vote against joining, a position also held by, guess who, the Conservative opposition. To stay alive in politics you have to know who your enemies are. Not so ridiculous after all.
