I don't know where this monument is, but at the risk of REALLY dating myself, I have to say that it brings back memories and a reminder that times have changed! I work with PSD's, and most are like my own rock-solid, social malinois, but to this day if you say "police dog", it conjuers up visions of aggressive GSDs used for crowd control during the civil rights movement.
