 I thought the eyes and hips were part of the mandated testing required prior to breeding? I think you are probably safe in your assumption - if testing was done and there isn't any report of it, odds are I would simply assume it was not clear. I understand that there are degrees of problems with the eyes as well and that dogs that are lower grade but still affected are bred even though it passes on a serious health issue.
