 This type of change is only for public opinion and insurance reasons. The same as when they changed the rule to having to have the BH before competing for Sch1. More control in general. Are you guys using the UDC scorebooks or USA? There are not any newcomers to the sport in this area that are training consistantly enough to title a dog, so I havn't heard if they needed to take a test.
