 Qualifications are to like or tolerate the taste of ASS.Many years ago(1980) management came up with an idea(not really it was a consultant from the Federal System named Charlie Fenton who had the idea) to create PICKS and our former UNION,gave them the right to use 7% of all co positions for PICKS.With the intention to turn us against ourselves,you know divide and conquer,and it has worked.Jealousy is a powerful tool and all Management has to do is tell the PICKS they are special.So if there are 4000 positions that are funded,Management can have 280 PICKS throughout the DOC.Even if the positions are not filled,they are funded and the PICKS can be made ,cool
