Yes, the only services at Bird are the chemical toilets. Which may help to keep crowds down.

I used to dump gray water in the chemical toilets using a 5 gallon bucket. But too many other people figured that trick out and overloaded them. The park service put signs up prohibiting the practice.

Fortunately, it's only about 5 miles from the beach down to a dump station/fresh water inside the park. It's near the Malaquite camping area just north of the visitor center. There are very limited groceries at a concession in the visitor center. The wife and I almost always stop at the HEB just before the causeway in Flower Bluff. Extra coolers and block ice help keep things fresh.

As for propane, I don't ever remember seeing refill stations on the island. They're may be one, but I don't know where it would be. There are several places right off of SPID (Hwy 358) in town that have propane, but I've never used any of them either. I always fill up before leaving Dallas and carry a spare bottle.

Ron Hoover RV probably has propane, and it's a first rate RV parts and sales place (they saved our last trip when a check valve in the water system cracked). They're just off of 358 at the Greenwood Exit. Big place, easily seen from the highway.
