Subject: Sensitivity training and extra pay does nothing to motivate prejudiced and hateful individuals and departments in law enforcement to follow the law...

If a law enforcement official hates gay people and is determined to dismiss/ignore/cover up a gay bashing crime or murder then extra training and a padded paycheck is not going to change his mind.

Furthermore, you suggest giving law enforcement more funds to investigate and prosecute hate crimes, yet that is one of the things that a federal hate crimes law would do! It would allow local law enforcement to recieve assistance (ie funds, personel, equipment, etc) to investigate hate crimes if they were not able to do so themselves. It also allows federal law enforcement to step in if local authorities are unwilling to investigate or prosecute crimes. A federal hate crimes law would actually implement much of your suggestion by giving authorities the extra help they need, while also holding responsible those who refuse to do their job and follow the law. So, please tell me why you are so vehemently opposed to a federal hate crimes law? And please do not use the "special class of people" argument as we have been through that many times. Current anti-discrimination and hate crimes laws have not, after decades, created any special class of citizens except in the minds of those who want to percieve them that way.
