Connecticut Partner Bill Dies

(Hartford, Connecticut) Attempts to get legislation into the Connecticut House that would create a domestic partner register similar to Vermont's Partnership Union law have failed.
"It's not going to happen now," said state Rep. Michael Lawlor, D-East Haven, House chairman of the Legislature's Judiciary Committee.
The legislative session ends next Wednesday, and with the clock ticking Sen. Andrew J. McDonald had hoped to tack the legislation onto another bill as an amendment.
McDonald had the support of Senate leadership and worked feverishly over the past week to build a coalition to pass the amendment, but with pressure on to pass a budget, the amendment never had a chance.
The legislation would have allowed gay and lesbian couples to register their relationships with the secretary of the state and give them many of the legal rights now afforded to married couples.
But, even with the support of the leadership in the Senate, the House refused to hear the bill because of the length of time needed to pass the budget.
House Speaker Moira Lyons, D-Stamford, said debate the partner bill would likely take at lest nine hours.
"The House is not the Senate," Lyons said. "We have 151 members. We have enormous debates ... An issue of this nature can't be debated in the last three days of the session."
