Subject: Well, that's been US policy through all the cold war years - the major reason why the USA aren't exactly popular in many other countries. The only difference is that the Bushites are a lot more outspoken about this than previous administrations, which is, come to think, somewhat unexpected by an administration who otherwise makes everything classified information.
