Modern constitutions all guarantee equal rights to all citizens of the state/country for which the constitution is valid. Full access to civil rights in these countries is based on citizenship, not on gender, race, religion, sexual orientation, or the political party that happens to be in power.

This is the reason why Ashcroft wants Patriot Act II which would allow to expatriate US citizens and thereby deny them their guaranteed rights. This again is the reason why there is an international convention that prohibits that states expatriate their citizens. Of course this could be another international convention the USA never (fully) joined or already left again.

Citizen rights that are not based on citizenship and are only valid for certain groups are not rights but privileges. I agree with Bratty that I'd have equal rights rather than equal privileges, but I'm afraid my idea of what the rights should guarantee is somewhat different from his.
