Lewis. QLaunch takes effect when you let go of the button. Since you have no confirmation chosen for the short hold, you have no idea when to let go. The 2 flashes you are seeing are one for the Long hold, and one for the Longer. At this point you are already past the short hold.
If you really want no confirmation for the short (which is really hard to get the timing), then turn on the short confirmation to flash for a while until you get the timing down right. By default, it is 1/2 second, which is pretty quick.
Please try what I suggested to verify that all is working.
If you set it up like I said, as soon as you see the first flash, let go before the second flash happens and it should launch what you want.
