 how safe is it having work prisoners driven around in the back of a pickup, on an old couch, and anywhere else they can hang on?

Have the city employees at all levels, from laborers to supervisors been ordered to take regular / random drug screens? come on, they catch a bunch of dirty city employees, fire em, hire em back. I feel safe out there.
Bisbee isnt all corrupt (giving free confiscated monster 4x4's to all supervisors excluded)the fire dept. seems to be squared away and totally competant. So if something bad has to happen to you pray it is the fire dept they send. Not the cops
