1) Get one of those litterboxes with the HOOD on it. Priced reasonably at WalMart. Start out without the hood on it, so kitty gets used to litterbox/isn't freaked out by hood. When kitty is used to it, put hood back on. These litterboxes are higher up on the sides and less chances of cat kicking out litter. I have 5 of them. If you get a tiny kitty and that type is "too high" for cat to get into, get the other kind at WallyWorld....it has sort of a "lip" on the top of it (I use this for BeeJoo)...just a plain box with a top part that sorta has edges on it so it's hard for litter to fly out. Works really well.
2. While you're at WallyWorld (haha) get yourself a cheap rug...I use the kind with a rubber backing.....maybe 3-4 feet wide by whatever. Place this UNDER the litterbox..then, any litter that does fly out, it falls on the mat.....then all ya do is lift the mat up by one end and all the litter falls into one pile. I have 2 of these in my litterbox room. Really helps. If it's big enough to cover the area, combined with a box like above, you really shouldn't have litter in the carpet....
