A quick google search yielded http://www.phillypoliceandfirepipeband.com/main.htm
and I'm sure there are others. You might contact them directly, and if they can't help you themselves, perhaps they can put you on to someone who can.

Good luck finding an instructor, you'll be happy you did.

Actually, I emailed the Philly Police and Fire Pipe and Drum band several times but they haven't returnd my emails. I was really hoping to hook up with them.
