Well, it's been a few days since you posted, so I don't know if you'll ever get this message. What you want to do is go online and look for a bagpipe band near your home (if at all possible) because you really can't learn to play pipes without an instructor. Most bands do have people willing to teach beginners. If you are in the US, try the "band" links on the web pages of the western U.S. pipe band association (wuspba.org) midwest (mwpba.org), east (euspba.org) or south (suspba.org) to get some sense of who might be out there.
