First thing is to determine which organization has jurisdiction in your area (EUSPBA, MWPBA, etc.). Get in contact with them, or meet face to face with some of the officers and discuss things like:
site requirements (size and location, shade, covering, rain plan, spectators).
realistic prediction on numbers of competitors.
What type of competition do you want (bands, solos, or both).
grades of competition.
help you can expect to receive (you need runners for judges and to keep track of competitors)(one games uses local scout troop).
numbers and cost of judges (fees. plus travel and lodging).
prizes and medals.
cost ( our games committee came up with a cost of around $3000 U.S. to run a piping and drumming competition for solo and only grade 5 bands. Just judges and prize/travel money. Doesn't include the advertising or organizers time as cost.
