I'll say it for the third time: Get a teacher. If you don't know where to find one, just post to this group where you live, and where you would like to find a teacher. I guaranty that you will find one.
How long does it take to become proficient at the pipes? I would honestly say a lifetime. You will constantly raise your own bar, the better you get. In fact, you will never consider yourself so good as when you are about 2 years into it. 10 years later you will realize just how bad you were.
