Unfortunately, I've seen this happen far too often. A "properly kitted" piper who sounds like crap. I've seen entire bands like this. Better sounding bands - dressed in "player friendly" gear - are passed over in favour of the band that LOOKS like a "Real" pipe band to the client.

I've even heard this line a few times :
"You can't be REAL piper. They all wear red kilts"

Aaaghhhhh!! Packaging.
