For what it's worth, according to J. Charles Thompson, author of "So You're Going to Wear the Kilt":

Kilt Length - No lower than the top of the knee cap, preferably 1 inch shorter.

Hose Length - Just enough over the calf for the garter to take hold. Never over the bony structure of the knee.

Hope this helps.

As an ex Black Watch piper according to the British Scottish Regiments this is considered the proper way to wear kilt and diced hose, the kilt should cut across the middle of the kneecap (when you kneel the kilt should just touch the ground). Diced hose very simple, feel the SIDE of your leg roughly about the same level with the bottom of your kneecap, you should be able to feel a very prominent bone, put your forefinger and next finger together and place upperside of your forefinger level with the bottom of the bone and the combined width of the two fingers is where your diced hose should come up to, next time you have the opportunity to watch a Scottish Regiment take note of their dress.
