Subject: stoney sewage

I paddled the stoney saturday the 20th and had a blast its prob one of my favorite rivers we are from the baltimore area. 100 yards upstream of the portage dam there was a four inch pvc pipe dumping steaming brown liquid into the river. I don't remember this before. Is that raw sewage, isn't it in violation of some ordinance or code up there giardia is a sickness you can get from this and it is not pleasant at all. Is this new news to all of you, or can something be done about it
