Water will make a squeaky hinge not squeak, but I wouldn't want it in my cables. WD40 works good on many things. But there are many other things that work better than WD40. If I had the choice between WD40 and nothing, I'd choose WD40. But for a clutch or brake cable on a motorcycle or a speedo cable from anything, there are better lubes.

It's been my experience that WD40 will eventually evaporate. Greases will generally stay around a while. But, use the wrong grease/lube, and it'll gum up the workings and that's just as bad, especially on a speedo cable.
