You guys are making this harder than it is. The 391ml figure is for it you have the forks off the bike and doing a total rebuild. The 352ml figure is for when you are just changing the fork oil. Like for when you are installing Progressive Springs. You do have the have the forks off the bike to do that and you do not have the make the measurement of oil level. Just drain the old oil, put in 352ml or cc(same thing I was told by a shop since I couldn't find a ml measuring cup) of the weight oil of your choice (I used 20weight), put the springs in, and then button it up. Then go riding. All there is to it. As far as I know Voyager XII have had the same size fork tubes since '86.
