The 86 had thinner forks and held a little more oil. The 177mm measurement is for the 86. The 160mm measurement is for all others.

The progressive springs are larger and will displace more oil. Since the instructions with the progressive springs I received are using the same measurements as Kawasaki I didn't go with them. The springs are supposed to be removed when measuring which would make the oil level higher with the Progressive springs. Progressive had no answer to my questions so I simply went back with what was in them as per Kawasaki specs minus 25cc to try to make up for the higher level. (I drained out what Kawasaki specs called for with the exception of one side)

It wasn't rocket science but close enough for me. It was a different riding bike after replacing the springs and changing the shock oil.

It was too much trouble for me to remove the forks and measure the difference between the oil level with the springs and without them. Most Voyager owners have followed the Progressive instructions with no problems. A little more or a little less will not cause fork damage. Way too much oil, and you'll know it because the forks will be restricted in movement. The main thing is getting the level in each fork the same.
