THE HAL-1 AND HAL-2 (HANDICAPPED ASSISTANCE LOANS) FOR SMALL BUSINESS START UP BY HANDICAPPED INDIVIDUALS, HAVE NOT BEEN FUNDED BY CONGRESS SINCE 1996. WHY?

MINORITIES CAN STILL GET LOANS FOR SMALL BUSINESS START UP.
WHY DIDN'T ONE OF THE MOST IMPORTANT MINORITIES,(THE HANDICAPPED) GET THEIR BUSINESS START UP LOAN PROGRAM FUNDED ?

PLEASE CONTACT ALL YOUR CONGRESS PERSONS AND URGE THEM TO GET THE HAL-1 AND HAL-2 LOAN PROGRAMS FUNDED AGAIN.
