Concerns about ungoverned juvies on skateboards/rollerblades are quite real, here. If a gate or a fence isn't do-able, the wheels on their toys are still quite small--and there's the inspiration for the perfect "passive-aggressive®" solution. A surface can probably be made-up, that's too rough and bumpy to be any fun on skate wheels--but still tolerable even on a wheelchair's caster-wheels.

I doubt I'm the first one to think of this--it's just IMHO too obvious. My question: do guidelines for how lumpy a ramp surface can be --exist? Thanks for your time. RKBA! Regards, all.
