Subject: I'm not a lawyer, but doesn't "aggravated theft" mean that the person uses a weapon in the process?

So theft in the Netherlands occurs nearly 4 times more often with a weapon than that in the U.S.

Sounds like the weapons are clearly available in the Netherlands... not sure what kinds of weapons, but it looks like the wrong people have them...
