I can sympathise with the expense involved in getting your kit together. The best advice I can give you is to find a good unit in your area and see what they have and learn where they obtained it. Many groups have loaner gear for use by new guys who are still working on their impressions (That is uniform, equipment, etc.) In addition there is a sort of network of used stuff available.

I think the main thing to bear in mind is to start with the basics. i.e. uniform, and then work on obtaining the rest a piece at a time if that is the only way you can do it.

You may be looking at some of the pictures on the sight and wondering how we managed to get all the stuff. please bear in mind that some of us have been accumulating it for over three decades.
