After you have installed 3Q 22 OZ to go with a new filter, run the bike for at least 5 minutes, then let it sit for awhile before you concern yourself about reading the sight glass. If after all that, you still don't have oil to the halfway mark in the sight glass, look closer- brand new oil doesn't show up very well in that glass.
A famous Voyager Guru from Ripley TN, once said "these bikes just don't use oil" so just put 3q22oz & go.
