Bill, I have been in your situation, after owning 2 previous Voy XII is was very upset the first time I rode my 'new' '02 at highway speeds. Starting in the mid-60 mph and never getting any better it was almost impossible to use the intercom or listen to the radio. I talked to Carl extensively about the problem last fall. I thought it was something in the engine also. He assured me that it could only be the final drive, the only way to fix it was to replace the final drive.
I finally got another final drive this spring and started to replace it. My first problem was I could not break loose the axle nut. After using every wrench in the garage, I finally used a 4ft. breaker bar. Before I had decided to change out the final drive I had at least one other person tell me that if the rear axle was too tight, it would generate alot of noise. So I loosened the nut about 1/2 turn and put the pin back in, put everything back together and took the bike out on the interstate... The noise started back up at 65, but it was not nearly as loud, then stopped completel at 70. Needless to say I was very happy.
It might work for you, if nothing else, I can give you a good price on a final drive.
