Subject: Radio problem

My radio will not switch off from HS, which I believe is for helmet phones. I have checked continuity and voltage on the 3a main and the 3 and 1 amp glass cartridge fuses. The radio functions, and I believe the amplifier is functioning because I get a crackle from the speakers when I turn the power on and off. I can hear very faint music when I press my ear to a speaker. I am not equipped with a headset jack (yet - may come to that before it's over). How the heck does one turn the HS system on and off? Also, what are the LO and MTL buttons for? Thanks for any advice.
