Well, Jim & John, I decided to work my way from the battery outward on the wiring diagram. The battery itself, and its terminals, was perfect in every way. The fuses were intact and the blades were not corroded. The fuse box has a cable which leads to a big nine or so pin connector under the left upper fairing. Once I had access to that connector and the ignition key/switch connector, I cleaned them both thoroughly with the connector cleaner one gets at the auto parts store, worked the connections several times, then put on dielectric grease and re-connected them. Only then did everything light-up as it was supposed to.

The other Voyager site has a "helpful hint" regarding the variety of connectors on the Voyager. He recommended that in the off season, all the fairing and side bags come off, and that every connector on the bike be pulled apart, cleaned, greased, and reconnected. While I had the front fairings off, I decided to do them all, including connections to the three relays on the side and the four relays above the headlight. Lots of work for some tucked into little places.
