I don't rememeber there being a catch tank. There is a series of hoses that connect to each carb and then all connect to one hose - this might be the hose you see the gas draining from, I think its like an overflow hose. Sounds like you may have a float stuck in one of the carb bowls. See if you can take the handle end of a screw drvier and tap on one of the carb bowls, if it stops then thats the one that was causing it. There might be some dirt/debris in that carb and you might need to drain each carb for a few seconds. There are drain screws under the bottom of each carb bowl. They are not easy to get to, to do this. I run either some stp gas treatment or sea foam thru mine on occasion (when I remember) to help keep it all clear and it seems to work.
