I think your low beam filament is burned out. When the low filament is burned out, the high beam bulb comes on at a reduced or dimmed output until you replace the bulb. You should not have to take out the vertical adjuster to replace the bulb. The headlight bulb unscrews from the back of the housing I believe. When installing a new bulb, make sure you don't touch the glass, or wipe it off with alcohol if you do.
