Subject: Problem with front brake lever

Front brake lever isn't returning all the way to trip switches for brake light and cruise control. I have to push it forward to operate switches. Have tried adjusting switch but not much help. What makes the brake lever return, a spring or ? Also, which may be related, after bike sets in sun all day at work, brake lever will barely move, but in the morning or after riding a while, it works ok. Brake fluid level is 3/4 full. '89 w/52K miles.
