Subject: air line under gas cap door

today i was putting gas in and found some sort of air/vacume
device under gas door
it is broken and i dont know what it is.
any ideas?

it is a disc type of (check valve)?-plastic
thanks for any help
i need to buy a new on but dont know what it is.
