Like Larry said, You'll need new fork seals. I found that a few pounds of air in the front forks will help reduce the leakage temporarily (like for a vehicle inspection just before putting it away for the winter when you can work on it).
While you have the shocks (forks) apart, be sure to check the fork tube bushings. If worn, they'll make a big difference in how well your forks seal and last. And, of course, even small "dings" in the fork tubes will cause leakage. Use those neoprene fork protectors to minimize damage.
