Subject: Water Temp indicator

Noticed yesterday that my water temperator indicator Water Temp indicator sometimes drops to the bottom of the scale sometimes bounces right back and sometimes stays there a while. When it is reading a positive temp it is always about two lines up on the scale and doesn't seem to change.

2 questions
1) any idea what the problem might be and
2) does this switch operate the radiator fan
