The Voyagers are prone to a low speed wobble that can be countered on several fronts.. There is no one single cure but it is well documented on the other Voyager websites like abbikeboard.com and the American Voyagers Association site..
However, here are some pointers.
Steering head nut needs to be adjusted to 95 INCH pounds (NOT FOOT POUNDS).
Front fork air pressure set at about 6 PSI and no higher than 9. Rear shock pressure set to about 30PSI depending on Rider weight etc.
Tyres.. Best tires for the Voyagers are Dunlop EIII. Run the front at 36SPi. Rear at 40PSI.
Weight in the trunk will affect handling..
Swing arm bearing torque needs to be checked too.
I also replaced the fork brace on my 86 and 94 for a Superbrace but make sure your stock one is tight.
Front wheel bearings are also a definite posibility depending on its mileage and history.
Lots to check, but with a bit of care, you can more or less eliminate that wobble.
